DEFAULT_HAND_OFF_TIMEOUT
How long a copy waits for the local hand-off result (which a local bus answers at once) before it is sent unmarked. A hand-off accepted later still processes the message locally: a duplicate, never a stuck queue. The admission that follows an accepted hand-off has no timeout: closing a route rejects it.
