LegacyQuerySchemaDeclarationPolicy

compat(wow<9.2): what a 9.1 declaration file at wow-query-schema/{context}/{aggregate}/{model}.json means when no 9.2 declaration of that model exists in any source (classpath, working directory or registration bean). 9.2 does not read the 9.1 format, so such a model is served from its inferred schema.

While 9.1 and 9.2 nodes run side by side the file may still be needed by the 9.1 nodes, so the default only warns. Once every node runs 9.2, FAIL makes a forgotten file fail that model's schema instead.
